Long-Awaited UFO Report Opens the Door Wider to Sharing Strange Aerial Sightings

After months of anticipation, U.S. intelligence experts have released a report citing 18 incidents since 2004 in which unidentified flying objects — or unidentified aerial phenomena, to use the Pentagon’s term — appeared to demonstrate breakthrough technologies.

The nine-page, unclassified version of the report doesn’t describe the incidents in detail, and doesn’t attribute them to aliens. But it suggests they’re not linked to existing U.S. military technologies.

The point of the report, produced by the Office of the Director of National Intelligence in response to a congressional mandate, is to assess the potential threat posed by the anomalous aerial phenomena reported by U.S. military fliers over the years, whether you call them UFOs or UAPs.

Intelligence experts said they didn’t have enough data to get a firm fix on the nature of 143 out of 144 UAP reports that were filed between 2004 and this March. The one case they said they could resolve “with high confidence” was attributed to a large, deflating balloon.

Their conclusion was that UAP sightings should get more attention.

CAPE CANAVERAL, FL — A classified surveillance satellite set to fortify the reconnaissance capabilities of America’s spy masters is now scheduled to launch this Thursday afternoon, June 9, atop America’s most powerful rocket – the Delta 4 Heavy.

Lift off of the United Launch Alliance (ULA) Delta 4 Heavy carrying the classified NROL-37 spy satellite for the National Reconnaissance Office (NRO) on Thursday, June 9 is slated for 1:59 p.m. EDT from Space Launch Complex 37 (SLC-37) at Cape Canaveral Air Force Station in Florida.

This follows a four day delay from June 5 to deal with a last minute and unspecified payload issue.

“Spacecraft, rocket and support systems are ready!” tweeted the NRO.

Although almost everything about the clandestine payload, its mission, purpose and goals are classified top secret, it is certainly vital to America’s national security.

We do know that NROL-37 will be launched for the NRO on an intelligence gathering mission in support of US national defense.

The possible roles for the reconnaissance payload include signals intelligence, eavesdropping, imaging and spectroscopic observations, early missile warnings and much more.

The NRO runs a vast fleet of powerful orbital assets hosting a multitude of the most advanced, wide ranging and top secret capabilities.

The payload is named NROL-37 and will be carried to an undisclosed orbit, possibly geostationary, by the triple barreled ULA Delta 4 Heavy rocket – currently the largest and most powerful rocket in the world.

It is manufactured and launched by ULA as part of the Delta rocket family. This includes the Delta 4 Medium which can launch with strap on solid rocket boosters. ULA also builds and launches the Atlas V rocket family.

To date nine NRO payloads have flown on Delta 4 rockets. NROL-37 will be the 32nd Delta IV mission since the vehicle’s inaugural launch.

The NRO was formed in response to the Soviet launch of Sputnik and secretly created on September 6, 1961.

“The purpose is overseeing all satellite and overflight reconnaissance projects whether overt or covert. The existence of the organization is no longer classified today, but we’re still pressing to perform the functions necessary to keep American citizens safe,” according to the official NRO website.

Precisely because this is a launch of the mighty triple barreled Delta 4 Heavy, the view all around is sure to be spectacular and is highly recommended – in case you are in the Florida Space Coast area or surrounding regions.

One thing for sure is the top secret payload is huge and weighty since it requires the heaviest of the heavies to blast off.

Another unclassified aspect we know about this flight is that the weather forecast is rather iffy.

The official Air Forces prognosis calls for only a 40% chance of favorable weather conditions.

The primary concerns are for Anvil Clouds, Cumulus Clouds and Lightning.

In case of a scrub for any reason related to technical or weather issues, the next launch opportunity is 48 hours later on Saturday. June 11.

The weather odds rise significantly to an 80% chance of favorable weather conditions on June 11.

Somewhat surprisingly ULA has just announced the launch time – which is planned for 1:59 p.m. EDT (1759 GMT).

And you can even watch a ULA broadcast which starts 20 minutes prior to the given launch time at 1:39 p.m. EDT.

Since this is a national security launch, the exact launch time is actually classified and could easily occur later than 1:59 p.m.

The launch period extends until 6:30 p.m. EDT (2230 GMT). The actual launch window is also classified and somewhere within the launch period.

Seeing a Delta 4 Heavy soar to space is a rare treat since they launch infrequently.

The last of these to launch from the Cape was for NASA’s inaugural test flight of the Orion crew capsule on the EFT-1 launch in Dec. 5, 2014. No other rocket was powerful enough.

The Delta IV Heavy employs three Common Core Boosters (CBCs). Two serve as strap-on liquid rocket boosters (LRBs) to augment the first-stage CBC and 5-m-diameter payload fairing housing the payload.

United Launch Alliance (ULA) has decided to skip the bidding competition for launch of the next generation U.S. Air Force GPS military navigation satellites, a company spokesperson confirmed to Universe Today, meaning that rival SpaceX is set to win its first military launch contract as the only other certified contract contender.

Since bids for the new GPS launch contract – which were the first to be opened by the military to a competitive bidding process since 2006 – were due on Monday, Nov. 16, the door has opened for SpaceX to apparently prevail with the launch services contract, by default, since they are the only other American company certified to launch U.S. Air Force military satellites. Boeing Rejects Aerojet Rocketdyne Bid for ULA and Affirms Vulcan Rocket Support, Lockheed Martin Noncommittal

Boeing has officially and publicly rejected a bid by Aerojet Rocketdyne to buy rocket maker United Launch Alliance (ULA), which the firm co-owns with rival aerospace giant Lockheed Martin. Furthermore Boeing affirmed support for ULA’s new next generation Vulcan rocket now under development, a spokesperson confirmed to Universe Today.

Aerojet Rocketdyne, which supplies critical rocket engines powering ULA’s fleet of Atlas and Delta rockets, recently made an unsolicited offer to buy ULA for approximately $2 Billion in cash, as Universe Today reported last week.

The Vulcan is planned to replace all of ULA’s existing rockets – which are significantly more costly than those from rival launch provider SpaceX, founded by billionaire entrepreneur Elon Musk.

Boeing never “seriously entertained” the Aerojet-Rocketdyne buyout offer, Universe Today confirmed with Boeing spokesperson Cindy Anderson.

Meanwhile in stark contrast to Boeing, Lockheed Martin has “no comment” regarding the Aerojet-Rocketdyne offer to buy ULA, Universe Today confirmed with Lockheed Martin Director External Communications Matt Kramer.

Furthermore Lockheed Martin is not only noncommittal about the future of ULA but is also “currently assessing our options” concerning the development of ULA’s Vulcan rocket, Kramer told me.

“With regard to reports of an unsolicited proposal for ULA, it is not something we seriously entertained for a number of reasons,” Boeing spokesperson Anderson told Universe Today.

“Regarding Aerojet and ULA, as a matter of policy Lockheed Martin does not have a comment,” Lockheed Martin spokesman Kramer told Universe Today.

ULA was formed in 2006 as a 50:50 joint venture between Lockheed Martin and Boeing that combined their existing expendable rocket fleet families – the Atlas V and Delta IV – under one roof.

Who owns ULA is indeed of significance to all Americans – although most have never head of the company – because ULA holds a virtual monopoly on launches of vital US government national security payloads and the nation’s most critical super secret spy satellites that safeguard our national defense 24/7. ULA’s rocket fleet also launched scores of NASA’s most valuable science satellites including the Curiosity Mars rover, Dawn and New Horizons Pluto planetary probe.

Since 2006 ULA has enjoyed phenomenal launch success with its venerable fleet of Atlas V and Delta IV rockets.

“ULA is a huge part of our strategic portfolio going forward along with our satellites and manned space business. This bid we’ve really not spent much time on it at all because we’re focusing on a totally different direction,” said Chris Chadwick, president and chief executive of Boeing Defense, Space & Security, on Sept. 16 at the Air Force Association’s annual technology expo in National Harbor, Maryland – according to a report by Space News.

Boeing offered strong support for ULA and the Vulcan rocket.

Vulcan is ULA’s next generation rocket to space that can propel payloads to low Earth orbit as well as throughout the solar system – including Pluto. It is slated for an inaugural liftoff in 2019.

Vulcan’s continued development is being funded by Lockheed Martin and Boeing, but only on a quarterly basis.

The key selling point of Vulcan is that it will be an all American built rocket and it will dramatically reduce launch costs to compete toe to toe with the SpaceX Falcon rocket family.

“To be successful and survive ULA needs to transform to be more of a competitive company in a competitive environment,” ULA VP Dr. George Sowers told Universe Today in a wide ranging interview regarding the rationale and goals of the Vulcan rocket.

And there is a heated competition on which of two companies will provide the new American built first stage engine that will replace the Russian-built RD-180 that currently powers the ULA Atlas V.

Vulcan’s first stage will most likely be powered by the BE-4 engine being developed by the secretive Blue Origin aerospace firm owned by billionaire Jeff Bezos.

This week ULA announced an expanded research agreement with Blue Origin about using the BE-4.

But ULA is also evaluating the AR-1 liquid fueled engine being developed by Aerojet-Rocketdyne – the company that wants to buy ULA.

The Atlas V dependence on Russia’s RD-180’s landed at the center of controversy after Russia invaded Crimea in the spring of 2014, raising the ire of Congress and enactment of a ban on their use several years in the future.

ULA is expected to make a final decision on which first stage engine to use between Blue Origin and Aerojet-Rocketdyne, sometime in 2016.

The engine choice would clearly be impacted if Aerojet-Rocketdyne buys ULA.

Boeing for its part says they strongly support ULA and continued development of the Vulcan.

“Boeing is committed to ULA and its business, and to continued leadership in all aspects of space, as evidenced by the recent announcement of an agreement with Blue Origin,” Boeing spokesperson Anderson told me.

Lockheed Martin in complete contrast did not express any long term commitment to Vulcan and just remarked they were merely “actively evaluating continued investment,” as is their right as a stakeholder.

“We have made no long-term commitments on the funding of a new rocket, and are currently assessing our options. The board is actively evaluating continued investment in the new rocket program and will continue to do so,” Lockheed Director, External Communications Matt Kramer told Universe Today.

Another factor is that Aerojet-Rocketdyne has also sought to buy the rights to manufacture the Atlas V from ULA, which is currently planned to be retired several years after Vulcan is introduced, officials have told me.

The Atlas V enjoys unparalleled success. Earlier this month on Sept. 2, ULA conducted its 99th launch with the successful blastoff of an Atlas V with the MUOS-4 military communications satellite from Cape Canaveral Air Force Station for the U.S. Navy.

Boeing has also chosen the Atlas V as the launcher that will soon propel Americans astronauts riding aboard the commercially developed Boeing CST-100 ‘Starliner’ taxi to the Earth-orbiting International Space Station (ISS).

Starliner will eventually blastoff atop Vulcan after the Atlas V is retired in the next decade.

We support the important role ULA plays in providing the nation with assured access to space. As they make those determinations we’ll adjust our strategy to make sure we’re aligned with the government’s objectives and goals.”

Aerojet-Rocketdyne Seeks to Buy United Launch Alliance for $2 Billion

America’s premier rocket launch services provider United Launch Alliance, or ULA, may be up for sale according to media reports, including Reuters and the Wall Street Journal. Any such sale would result in a major shakeup of the American rocket launching business with far reaching implications.

Aerojet-Rocketdyne has apparently made a bid to buy ULA for approximately $2 Billion in cash, based on behind the scenes information gathered from unnamed sources.

ULA was formed in 2006 as a 50:50 joint venture between aerospace giants Lockheed Martin and Boeing that combined their existing expendable rocket fleet families – the Atlas V and Delta IV – under one roof.

According to Reuters, Aerojet Rocketdyne recently proffered a $2 billion cash offer to buy ULA from Lockheed Martin and Boeing.

“Aerojet Rocketdyne board member Warren Lichtenstein, the chairman and chief executive of Steel Partners LLC, approached ULA President Tory Bruno and senior Lockheed and Boeing executives about the bid in early August,” sources told Reuters.

ULA’s Bruno declined to comment on the story via twitter.

“Wish I could, but as a matter of policy, we don’t comment on this type of story,” Bruno tweeted in response to inquiries.

Aerojet-Rocketdyne currently is a major supplier to ULA by providing first and second stage engines for use in the Atlas V and Delta IV rockets. They also manufacture the Space Shuttle Main Engines now being repurposed as the RS-25 to serve as first stage engines for NASA’s mammoth new SLS deep space rocket.

Since 2006 ULA has enjoyed phenomenal launch success with its venerable fleet of Atlas V and Delta IV rockets and also enjoyed a virtual launch monopoly with the US Government and for the nations most critical national security military payloads.

And just last week, ULA conducted its 99th launch with the successful blastoff of an Atlas V with the MUOS-4 military communications satellite from Cape Canaveral Air Force Station for the U.S. Navy.

But the recent emergence of rival SpaceX – founded by billionaire Elon Musk – with the lower cost Falcon 9 rocket and the end of the ULA’s launch monopoly for high value military and top secret spy satellites has the potential to undermine ULA’s long term business model and profitability. In May, the US Air Force certified the SpaceX Falcon 9 for national security payload launches.

Furthermore a Congressional ban on importing the Russian-made RD-180 first stage engines that power the Atlas V rocket, that takes effect in a few years, has threatened the rockets future viability. The Atlas V dependence on Russia’s RD-180’s landed at the center of controversy after Russia invaded Crimea in the spring of 2014.

To date the Atlas V enjoys a 100 percent success rate after over 50 launches.

The Falcon 9 no longer enjoys a 100 percent success rate after the launch failure on June 28, 2015 on a critical NASA cargo resupply mission to the International Space Station (ISS).

The Atlas V will also serve as the launch vehicle for Boeing’s new ‘Starliner’ space taxi to transport astronauts to the ISS as soon as 2017 – detailed in my onsite story here.

In response to the Congressional RD-180 engine ban and relentless cost pressures from SpaceX, ULA CEO Tory Bruno and ULA Vice President for Advanced Concepts and Technology George Sowers announced ULA will develop a cost effective new rocket named Vulcan using American made engines.

“To be successful and survive ULA needs to transform to be more of a competitive company in a competitive environment,” Dr. Sowers told Universe Today in a wide ranging interview regarding the rationale and goals of the Vulcan rocket.

U.S. Air Force Certifies SpaceX for National Security Launches, Ending Monopoly

The U.S. Air Force announced Tuesday that they have certified SpaceX to launch the nations critical and highly valuable national security satellites on the firms Falcon 9 rocket, thereby breaking the decade old launch monopoly held by launch competitor United Launch Alliance (ULA). ULA is a joint venture owned by aerospace giants Boeing and Lockheed Martin.

The Air Force’s goal in approving the SpaceX Falcon 9 booster is aimed at drastically cutting the high cost of access to space by introducing competition in the awarding of military mission launch contacts. The prior contract involved a sole source $11 Billion “block buy” bid for 36 rocket cores from ULA in December 2013 which was legally challenged by SpaceX in April 2014, but eventually settled by SpaceX in an agreement with the USAF earlier this year.

Lieutenant General Samuel Greaves, Commander of the Air Force Space and Missile Systems Center (SMC), announced the long awaited decision on Tuesday, May 26.

The certification milestone came after a grueling two year review process in which the Air Force invested more than $60 million and 150 people to thoroughly review all aspects of the Falcon 9 booster. The review was based on three successful flights by the Falcon 9 v1.1 which first launched in late 2013.

The purpose of certification is to assure that qualified launch providers could meet the challenge of safely, securely and reliably lofting expensive U.S. national security military missions to space and into their intended orbits with full mission capability that are critical for maintaining national defense.

“The SpaceX and SMC teams have worked hard to achieve certification,” said Greaves, Commander of the Air Force Space and Missile Systems Center (SMC) and Air Force Program Executive Officer for Space, in a statement.

“And we’re also maintaining our spaceflight worthiness process supporting the National Security Space missions. Our intent is to promote the viability of multiple EELV-class launch providers as soon as feasible.”

And the competitive launch races “for award of qualified national security space launch missions” between SpaceX and ULA start very soon, within the next month says the USAF.

In June, the Air Force will issue a Request for Proposal (RFP) for GPS III launch services. ULA has three GPS launches in its manifest for 2015.

Of course SpaceX was overjoyed on hearing the certification news.

“This is an important step toward bringing competition to National Security Space launch, said Elon Musk, SpaceX CEO and Lead Designer.

‘We thank the Air Force for its confidence in us and look forward to serving it well.”

Until today, ULA has held a launch monopoly over military missions since the company was founded in 2006. ULA also launches many NASA science missions, but very few commercial satellites.

Thus the U.S. military and NASA provide the core of ULA’s business and the source of much of its income and profits.

“This is a very important milestone for the Air Force and the Department of Defense,” said Secretary of the Air Force Deborah Lee James, in a statement.

“SpaceX’s emergence as a viable commercial launch provider provides the opportunity to compete launch services for the first time in almost a decade. Ultimately, leveraging of the commercial space market drives down cost to the American taxpayer and improves our military’s resiliency.”

Other military spacecraft in the future could involve vehicles such as the X-37B space plane which recently launched on an Atlas V, as well as weather satellites, signals intelligence and missile warning satellites and a range of top secret missions for the National Reconnaissance Office (NRO) that have been routinely launched by ULA with a 100% success rate to date.

ULA’s stable of launchers includes the Atlas V and Delta IV families of vehicles. ULA is phasing out the Delta IV due to its high costs. Only the Delta IV Heavy will remain in service as required to launch the very heaviest satellites that cannot be accommodated by less powerful rockets.

ULA is also replacing the Atlas V with the partly reusable new Vulcan rocket, that will be phased in starting in 2019 using American-made engines from either Blue Origin or Aerojet Rocketdyne.

The Atlas V uses Russian made RD-180 engines, who’s use has become highly contentious since the deadly crisis in Ukraine erupted in 2014.

The ensuing threats of RD-180 engine embargoes and imposition of sanctions and counter sanctions imposed by the US and Russia have thus placed US national security at risk by being dependent on a rocket with foreign made engines whose future supply chain was uncertain.

U.S. Senator John McCain (R-AZ), Chairman of the Senate Armed Services Committee, has been highly critical of the ULA dependence on the Russian RD-180 engines and issued this statement in response to the Air Force announcement.

“The certification of SpaceX as a provider for defense space launch contracts is a win for competition, said McCain.

“Over the last 15 years, as sole-source contracts were awarded, the cost of EELV was quickly becoming unjustifiably high. I am hopeful that this and other new competition will help to bring down launch costs and end our reliance on Russian rocket engines that subsidizes Vladimir Putin and his cronies.”

Overall the Air Force “invested more than $60 million and 150 people in the certification effort which encompassed 125 certification criteria, including more than 2,800 discreet tasks, 3 certification flight demonstrations, verifying 160 payload interface requirements, 21 major subsystem reviews and 700 audits in order to establish the technical baseline from which the Air Force will make future flight worthiness determinations for launch.”

Court Injunction Blocks Russian Engine Purchase by ULA for US National Security – Win for SpaceX Yields Uncertainty

A US Federal Court has now issued a preliminary injunction that blocks the purchase and importation of Russian rocket engines by United Launch Alliance (ULA) for its Atlas V rocket used in National Security launches for the US Air Force after a filing by SpaceX. But what are the implications?

The US Federal Court of Federal Claims order was issued late Wednesday, April 30, by US Judge Susan G. Braden of the US Court of Federal Claims. The court order is in response to a protest filed by SpaceX against ULA and the US Air Force relating to the uncontested $11 Billion “block buy” launch contract purchase in December of 36 rocket cores for US National Security launches and is also related to US sanctions imposed after Russia’s recent actions in Ukraine and seizing and annexing the Crimea.

The temporary injunction marks a big win for SpaceX but immediately throws future National Security spy satellite and NASA science launches into uncertainty and potential disarray as I reported previously – here and here.

As I posted here last Friday, April 25, SpaceX CEO Elon Musk declared his firms intent to file suit against ULA and the Air Force on Monday, April 28 to break the launch monopoly.

Judge Braden’s injunction followed barely two days later.

Musk said the recent ‘block buy’ launch contract was unfair in blocking SpaceX from competing for launches of surveillance satellites, would cost taxpayers billions of extra dollars in coming years and should be recompetited.

“The national security launches should be put up for competition and they should not be awarded on a sole source, uncompeted basis,” Musk said at the April 25 briefing at the National Press Club in Washington, DC.

ULA quickly vowed today that they will respond to resolve the injunction and further stated that “This opportunistic action by SpaceX … ignores the potential implications to our National Security.”

Federal Judge Braden’s order specifically states the following; “The preliminary injunction prohibits the United States Air Force and United Launch Alliance, from making any purchases from or payment of money to NPO Energomash or any entity, whether governmental, corporate or individual, that is subject to the control of Deputy Prime Minister Rogozin.”

“IT IS SO ORDERED,” wrote Braden.

The engines at the heart of the Federal preliminary injunction are the RD-180 liquid fueled engines which power ULA’s Atlas V rocket and are manufactured in Russia by NPO Energomash – which is majority state owned by the Russian Federation and subject to the control of Russian Deputy Prime Minister Rogozin, who is specifically named on the US economic sanctions target list.

In response, Rogozin said that sanctions could “boomerang” against the US space program. He said that perhaps NASA should “deliver their astronauts to the International Space Station using a trampoline.”

Thanks to the utter folly of US politicians in shutting down the Space Shuttle program before a replacement crew vehicle was available and repeatedly slashing NASA’s commercial crew budget, American astronauts are now 100% dependent on the Russian Soyuz capsule for rides to the ISS and back for several more years ahead.

NASA has NO immediate alternatives to Russia’s Soyuz – period.

The rocket engine injunction is just the latest fallout impacting a vast swath of US space programs from National Defense to NASA stemming from the dangerously escalating crisis between Ukraine and the Russian Federation in the worst confrontation with the West since the Cold War era.

In response to the worsening Ukraine crisis, Western nations have instituted waves of increasingly harsh economic sanctions against Russia and several key members of the Russian government.

Judge Braden’s injunction stands until she receives clarification otherwise from US government entities that the engine purchase is not covered by the Federal government santions.

The order remains in effect “unless and until the court receives the opinion of the United States Department of the Treasury, and the United States Department of Commerce and United States Department of State, that any such purchases or payments will not directly or indirectly contravene Executive Order 13,661.”

ULA issued a swift statement today – received by Universe Today – from ULA’s general counsel Kevin G. MacCary, in response to Judge Braden’s preliminary injunction.

“ULA is deeply concerned with this ruling and we will work closely with the Department of Justice to resolve the injunction expeditiously. In the meantime, ULA will continue to demonstrate our commitment to our National Security on the launch pad by assuring the safe delivery of the missions we are honored to support.”

“SpaceX’s attempt to disrupt a national security launch contract so long after the award ignores the potential implications to our National Security and our nation’s ability to put Americans on board the International Space Station.”

The Atlas V rocket, powered by the Russian made RD-180 engines, will also be used as the launch vehicle by two of the three companies vying for the next round of commercial crew contracts aimed at launching US astronauts to the ISS. The contracts will be awarded by NASA later this year.

“This opportunistic action by SpaceX appears to be an attempt to circumvent the requirements imposed on those who seek to meet the challenging launch needs of the nation and to avoid having to follow the rules, regulations and standards expected of a company entrusted to support our nation’s most sensitive missions,” said ULA.

ULA is a joint venture between aerospace giants Boeing and Lockheed Martin, formed in 2006. It has conducted 81 consecutive launches with 100% mission success – including many NASA science and mission probes like Orion EFT-1, Curiosity, MAVEN, TDRS and more.

Judge Braden furthermore made clear that her order did not include prior RD-180 engine purchases.

“The scope of this preliminary injunction does not extend to any purchase orders that have been placed or moneys paid to NPO Energomash prior to the date of this
Order [April 30, 2014].”

ULA has a two year contingency supply of the RD-180’s and blueprints to begin production, if needed.

However in the event of a cutoff by Russia or US court injuncions, it would take ULA at least three to five years to start and certify RD-180 engine production somewhere in the US, a ULA spokesperson told me recently at Cape Canaveral.

This possibly leaves a 1 to 3 year gap with no Atlas V 1st stage engine supply.

SpaceX claims they can fill part of the launch gap. But their Falcon rockets are not yet certified for National Security launches.

“So far we are most of the way through the certification process. And so far there have been zero changes to the rocket. Mostly it’s just been a paperwork exercise.”

“In light of international events, this seems like the wrong time to send hundreds of millions of dollars to the Kremlin,” said Musk during the April 25 press briefing at the National Press Club in Washington, DC.

Crucial Radar Outage Scrubs US National Security and SpaceX Launches for Several Weeks from Cape Canaveral

CAPE CANAVERAL AIR FORCE STATION, FL – The sudden and unexpected outage of a crucial tracking radar that is mandatory to insure public safety, has forced the scrub of a pair of launches planned for this week from Cape Canaveral, FL, that are vital to US National Security, United Launch Alliance, SpaceX and NASA.

The tracking radar is an absolutely essential asset for the Eastern Range that oversees all launches from Cape Canaveral Air Force Station and the Kennedy Space Center on the Florida Space Coast.

The pair of liftoffs for the National Reconnaissance Office (NRO) and SpaceX/NASA had been slated just days apart on March 25 and March 30.

Urgent repairs are in progress.

Both launches have now been postponed for a minimum of 3 weeks, according to a statement I received from the 45th Space Wing of the US Air Force that controls the critical launch control systems, communications, computers and radar elements.

An Atlas V rocket carrying the super secret NROL-67 intelligence gathering spy satellite for the National Reconnaissance Office and a SpaceX Falcon 9 rocket carrying a Dragon cargo freightor bound for the International Space Station (ISS) were both in the midst of the final stages of intensive pre-launch processing activities this week.

The Eastern range radar was apparently knocked out by a fire on March 24, a short time after the early morning rollout of the United Launch Alliance (ULA) Atlas V rocket to the launch pad at Space Launch Complex 41 on Cape Canaveral.

“An investigation revealed a tracking radar experienced an electrical short, overheating the unit and rendering it inoperable,” according to today’s explanatory statement from the USAF 45th Space Wing.

“The outage resulted in an inability to meet minimum public safety requirements needed for flight, so the launch was postponed.”

A SpaceX spokesperson likewise confirmed to me that their launch was also on hold.

A fully functional tracking radar is an absolute requirement to ensure the success and safety of any launch.

The range radar must also be functioning perfectly in order to destroy the rocket in a split second in the event it veers off course to the nearby heavily populated areas along the Space Coast.

Myself and other space journalists had been working at Pad 41 on March 24 and setting up our remote cameras to capture spectacular up close views of the blastoff that had then been scheduled for March 25.

Insufficient maintenance and antiquated equipment due to a lack of US government funding and investment in infrastructure may be implicated.

The range outage for such an extended period of time reveals a clear vulnerability in US National Security planning.

The Air Force is also looking into the feasibility of reviving an inactive radar as a short term quick fix.

But in order to use the retired backup system, it will also have to re-validated to ensure utility and that all launch control and public safety requirements are fully met.

Simultaneously, the engineering team is recalculating launch trajectories and range requirements.

Such a revalidation process will also require an unknown period of time.

The full impact of putting these two launches on hold for the NRO and SpaceX is not known at this time.

Furthermore, the USAF will need to determine the downstream scheduling impact on the very busy manifest of all of the remaining launches throughout 2014 – averaging more than one per month.

Neither the NRO nor NASA and SpaceX have announced firm new launch dates.

The earliest possible Atlas V launch date appears to be sometime in mid-April, but that assessment can change on a dime.

In the meantime, personnel from the 45th Space Wing will continue to work diligently to repair the range radar equipment as quickly as possible.

ULA engineers also rolled the Atlas V rocket back to its processing hanger until a new launch target date is set.

SpaceX likewise awaits a target launch date for the Dragon CRS-3 cargo mission packed with some 5000 pounds of science experiments and supplies for the six man station crew.

It seems likely that the next Orbital Sciences Antares/Cygnus launch to the ISS will also have to be postponed since Dragon and Cygnus berth at the same station port.

ISS, NASA and US National Security dependent on Russian & Ukrainian Rocketry Amidst Crimean Crisis

Virtually every aspect of the manned and unmanned US space program – including NASA, other government agencies, private aerospace company’s and crucially important US national security payloads – are highly dependent on Russian & Ukrainian rocketry and are therefore potentially at risk amidst the current Crimea crisis as tensions flared up dangerously in recent days between Ukraine and Russia with global repercussions.

The International Space Station (ISS), astronaut rides to space and back, the Atlas V and Antares rockets and even critical U.S. spy satellites providing vital, real time intelligence gathering are among the examples of programs that may be in peril if events deteriorate or worse yet, spin out of control.

The Crimean confrontation and all the threats and counter threats of armed conflicts and economic sanctions shines a spotlight on US vulnerabilities regarding space exploration, private industry and US national security programs, missions, satellites and rockets.

The consequences of escalating tensions could be catastrophic for all sides.

Many Americans are likely unaware of the extent to which the US, Russian and Ukrainian space programs, assets and booster rockets are inextricably intertwined and interdependent.

First, let’s look at America’s dependency on Russia regarding the ISS.

The massive orbiting lab complex is a partnership of 15 nations and five space agencies worldwide – including Russia’s Roscosmos and the US NASA. The station is currently occupied by a six person crew of three Russians, two Americans and one Japanese.

Since the forced retirement of NASA’s space shuttle program in 2011, America completely lost its own human spaceflight capability. So now the only ticket for astronauts to space and back is by way of the Russian Soyuz capsule.

American and station partner astronauts are 100% dependent on Russia’s three seat Soyuz capsule and rocket for rides to the ISS.

Russia has a monopoly on reaching the station because the shuttle was shut down by political ‘leaders’ in Washington, DC before a new U.S. manned space system was brought online.

And congressional budget cutters have repeatedly slashed NASA’s budget, thereby increasing the gap in US manned spaceflight launches from American soil by several years already.

Congress was repeatedly warned of the consequences by NASA and responded with further reductions to NASA’s budget.

In a continuation of the normal crew rotation routines, three current crew members are set to depart the ISS in a Soyuz and descend to Earth on Monday, March 10.

Coincidentally, one of those Russian crew members, Oleg Kotov, was actually born in Crimea when it was part of the former Soviet Union.

A new three man crew of two Russians and one American is set to blast off in their Soyuz capsule from Russia’s launch pad in Kazakhstan on March 25.

The U.S. pays Russia $70 million per Soyuz seat under the most recent contact, while American aerospace workers are unemployed.

The fastest and most cost effective path to restore America’s human spaceflight capability to low Earth orbit and the ISS is through NASA’s Commercial Crew Program (CCP) seeking to develop private ‘space taxis’ with Boeing, SpaceX and Sierra Nevada.

Alas, Congress has sliced NASA’s CCP funding request by about 50% each year and the 1st commercial crew flight to orbit has consequently been postponed by more than three years.

So it won’t be until 2017 at the earliest that NASA can end its total dependence on Russia’s Soyuz.

A sensible policy to eliminate US dependence on Russia would be to accelerate CCP, not cut it to the bone, especially in view of the Crimean crisis which remains unresolved as of this writing.

If U.S. access to Soyuz seats were to be cut off, the implications would be dire and it could mean the end of the ISS.

When NASA Administrator Chales Bolden was asked about contingencies at a briefing yesterday, March 4, he responded that everything is OK for now.

“Right now, everything is normal in our relationship with the Russians,” said Bolden.

“Missions up and down are on target.”

“People lose track of the fact that we have occupied the International Space Station now for 13 consecutive years uninterrupted, and that has been through multiple international crises.”

“I don’t think it’s an insignificant fact that we are starting to see a number of people with the idea that the International Space Station be nominated for the Nobel Peace Prize.”

But he urged Congress to fully fund CCP and avoid still more delays.

“Let me be clear about one thing,” Bolden said.

“The choice here is between fully funding the request to bring space launches back to the US or continuing millions in subsidies to the Russians. It’s that simple. The Obama administration chooses investing in America, and we believe Congress will choose this course as well.”

Now let’s examine a few American rockets which include substantial Russian and Ukrainian components – without which they cannot lift one nanometer off the ground.

The Atlas V rocket developed by United Launch Alliance is the current workhorse of the US expendable rocket fleet.

Coincidentally the next Atlas V due to blastoff on March 25 will carry a top secret spy satellite for the U.S. National Reconnaissance Office (NRO).

The Atlas V first stage however is powered by the Russian built and supplied RD-180 rocket engine.

Several Air Force – DOD satellites are launched on the Atlas V every year.

Many NASA probes also used the Atlas V including Curiosity, MAVEN, Juno and TDRS to name just a few.

What will happen to shipments of the dual nozzle, dual chamber RD-180’s manufactured by Russia’s NPO Energomesh in the event of economic sanctions or worse? It’s anyone’s guess.

ULA also manufactures the Delta IV expendable rocket which is virtually all American made and has successfully launched numerous US national security payloads.

The Antares rocket and Cygnus resupply freighter developed by Orbital Sciences are essential to NASA’s plans to restore US cargo delivery runs to the ISS – another US capability lost by voluntarily stopping shuttle flights. .

Orbital Sciences and SpaceX are both under contract with NASA to deliver 20,000 kg of supplies to the station. And they both have now successfully docked their cargo vehicles – Cygnus and Dragon – to the ISS.

The first stage of Antares is built in Ukraine by the Yuzhnoye Design Bureau and Yuzhmash.

And the Ukrainian booster factory is located in the predominantly Russian speaking eastern region – making for an even more complicated situation.

By contrast, the SpaceX Falcon 9 rocket and Dragon cargo vessel is virtually entirely American built and not subject to economic embargoes.

At a US Congressional hearing held today (March 5) dealing with national security issues, SpaceX CEO Elon Musk underscored the crucial differences in availability between the Falcon 9 and Atlas V in this excerpt from his testimony:

“In light of Russia’s de facto annexation of the Ukraine’s Crimea region and the formal severing of military ties, the Atlas V cannot possibly be described as providing “assured access to space” for our nation when supply of the main engine depends on President Putin’s permission, said Space X CEO and founder Elon Musk, at the US Senate appropriations subcommittee hearing on Defense.

So, continuing operations of the ISS and US National Security are potentially held hostage to the whims of Russian President Vladimir Putin.

Russia has threatened to retaliate with sanctions against the West, if the West institutes sanctions against Russia.

The Crimean crisis is without a doubt the most dangerous East-West conflict since the end of the Cold War.

Right now no one knows the future outcome of the crisis in Crimea. Diplomats are talking but some limited military assets on both sides are reportedly on the move today.
