Although the Air Force is tight-lipped about the purpose of the booster's satellite cargo, industry experts believe it was the first in a series of surveillance satellites that will replace the Naval Ocean Surveillance System (NOSS). The Air Force considered picking up the programs after NASA dropped them earlier this year during a round of budget cuts. This decision effectively ends these programs.
